What can I spend sub-award money on?Only capacity building projects can use sub-award funding. The last page of appendix A has more information.
What projects should we propose doing with our sub-award funding?Anything capacity-building that can be completed in 3 - 4 months (sub-awards are issued in June and projects must be complete by September).
Can you please define “At Risk Youth”?Simply define the risk, and how youth you are working with are affected by that risk.
How far along in our organizational plan should be to apply?Start-up’s can apply but defining a start-up’s mission is usually the difficult part of the application process.
How much are previous members involved?While they are involved at the present time, plans are in the works to increase their involvement.
What kind of financial information should we provide for the finance attachment?If you do not have audited financials, please provide what financial information you have. If you don't have any financials, describe your plan, and explain how far along you are in that plan.
Can collaborations apply for the Learning Community?Collaborative groups are welcomed as long as they fit within the guidelines; you do not have to perform direct service to apply, but somebody must serve as the point person. A collaborative group of three organizations cannot apply and rotate between the three who participates in Learning Community activities.
Have any groups left the program?Yes, but not after the semester began.
Can more than one person come to training sessions?The ED needs to attend every meeting, the Board Chairman needs to attend the 2nd session, and other staff or volunteers may attend the others, but there is a limit of two people per group based on the physical constraints (size) of the meeting room used for training sessions.
Could two groups apply together?If it is a recognized collaborative group they will fill out one application. Other than that the individual groups need to apply.
Regarding an organization’s current Board Structure:If you don’t currently have a board you can still apply, but this should be clearly stated on your application. It is suggested that you name a Board Chair before the March training session.
Is Board training capacity-building?Yes
Regarding other training you have received:If you have a best practice (or evidence-based) program, mention this in your application.
Regarding sub-award funding amounts requested in the application: If we feel that the sub-award funding amount you have requested is more than your organization can handle, but you still have a competitive program we will lower the amount rather than remove your application.

Where can I obtain a copy of Guidance to Faith-Based and Community Organizations on Partnering with the Federal Government?This document is currently being updated by the White House Office of Faith-Based and Neighborhood Partnerships and participants will be provided the updated information once it is released. For now, this requirement is being suspended.
Can funds be used to pay the Executive Director and other existing staff members?No. The funds can only be used for capacity building activities. An example of these can be found in Appendix A of the application.
Is a Certification of Existence from the Secretary of State’s Office sufficient to establish non-profit status?To get a Certificate of Existence or Good Standing your corporation or LLC must first be registered with the State of Georgia. If the organization that received the Certificate of Existences is not currently a non profit you will need to contact the Georgia Secretary of state regarding the ability to either change your corporation status.
Section V. Description of Capacity-Building Project First item – is there a particular self-assessment instrument that we should use or have used?No particular self-assessment instrument is necessary or required. Organizations that are admitted to the Learning Community will participate in an organizational assessment.
If we haven’t done a formal self-assessment within the last 18 months, should we do that as part of the application process or will that be done as preparation for the capacity-building workshops?It is not required to have a self-assessment. If you have completed one we are interested in the results and outcomes but it is not a requirement to apply for the program. Organizations that are admitted to the Learning Community will participate in an organizational assessment.
I’m having difficulty using the Word version of the application – everything I type appears as if I’m tracking changes – is there a way to fix this?An updated version has been posted.
In Section IV, number 2 - when it asks why is "the" capacity- building project proposed here important... is it referring to the answer to number 1 in section IV, or is it referring to why acceptance into the 2010 Capacity Building Program and Grant is important?Question #2 is referring to the project described in the previous question (question #1).
Can you give me instructions on how to register my non-profit with the state?The information to register your organization as a charitable organization can be found at http://sos.georgia.gov/Securities/charitable_organization.htm
We do not have an audited, reviewed, or compiled financial statement. We do not have a year-to-date financial statement. Are we still eligible to apply for this capacity building grant?As long as you are registered as a non profit corporation in the state of GA and meet the eligibility requirements for the grant you are eligible to apply. It is not necessary to have an audit but we will need a copy of your organization's financial statements.
If an organization qualifies for the program but it comes down to the point where the amount requested is too much out, yet they are pretty good, would they be still asked to be part of the program? Even if that means getting a smaller grant? In other words, would the amount be request affect our chances of getting in the program?Organizations may request
funding but may or may not receive requested funds in full amount, but may or
may not be accepted into the project based upon scores and rank of the
proposal.
